Look past the language
Check every promised review, federation, exchange and approval against named people, actual capacity and an agreed cadence.
Find the unsupported commitments
If the plan relies on roles that are unfilled, information that is unavailable or reviews that have no time allowance, the commitment is not ready.
Make it executable
Reduce ambiguity before adding detail. A shorter plan with owned actions is safer than a comprehensive document no one can operate.
